Richardson is an attorney that specializes in municipal, energy facilities, public utilities, and environmental cases, among others. Justin has acted as litigator for municipalities such as my own, Temple NH, in proceedings with the New Hampshire Site Evaluation Committee, and the New Hampshire Supreme Court. Justin is also a member of his hometown's Planning Board, and has experience in tax appraisal of utility properties.

The Planning Board (PB) in our town became involved with sustaining a voter approved (passed) ordinance describing the requirements for siting a Large Scale Wind Farm (LWES). The town's ordinance was challenged at the state level. To help the town with this matter, the town retained the services of Upton & Hatfield (Justin Richardson). Mr. Richardson guided the town with the preparation of the required briefs and then argued the briefs on several occasions in front of the NH state regulatory bodies . Largely as a consequence of the efforts of Justin Richardson, the town prevailed in this matter. The state's decision for the town was a very significant change in state policy favoring local rule. It can be said by those involved that Justin was instrumental to the decision and that without Justin's expertise, experience and legal skills, the towns would have most likely not prevailed.
